In 2016, Cranberry’s Board of Supervisors adopted an updated long-range plan for the Township. It outlines the path toward an even brighter future – one capable of being sustained for generations to come. Created with extensive public input, Cranberry’s comprehensive plan reflects the collective aspirations of its community and contains a series of detailed recommendations for land use, transportation, civic involvement, economic development and other key issues affecting its future. Implementation of those recommendations in well underway.

Position Overview

Cranberry Township (“the Township”) is seeking a dynamic leader for the full-time position of Director of Human Resources (“the Director”). This position will lead the entire Human Resources function for Cranberry Township to include: oversight and management of employee relations for union and non-union employees; employee wellness and benefits; compensation; hiring and separation; workers’ compensation and safety; employee training and development. The Director also ensures non-discriminatory employment practices in recruitment and retaining employees, staffing levels, and promotions and lateral transfers. 

With an emphasis on customer service and responsive to the internal leadership of 9 township departments: Information Technology & Communications, Community Development, Police, Fire & Emergency Services, Public Works (including Streets, Sewer & Water), Parks & Recreation, Finance, Engineering and Golf Operations the Director will work as part of a management team with over 150 full-time and 300 seasonal employees.  The Human resources department is staffed by three professionals, reporting to the Director. 

This position necessitates a competent leader who values his or her peers, empowering Township employees to succeed by providing opportunities to grow and reach their full potential. By forging strong relations with Township leadership, the Director will build and maintain a high-performing team to support the Township’s current and future growth.

The Director is primarily responsible for the following:

  • Defines and implements employee benefit programs and policies.
  • Develops and administers Human Resources related policies and procedures.
  • Oversees and participates in employment of personnel to fill open positions.
  • Maintains effective, fair wage, and salary programs and policies.
  • Oversees and assures the maintenance of confidential, accurate, up-to-date automated and hard copy personnel records.
  • Manages and oversees safety and workers’ compensation program.
  • Manages Performance Appraisal system.
  • Oversees personnel compliance issues as they pertain to state, federal, and other regulatory agencies.
  • Oversees and manages labor relations activity.
  • Maintains effective employee relations throughout the Township.
  • Maintains strict confidentiality of sensitive information pertaining to employees and other defined township matters at all times.
  • Manages and oversees implementation and utilization of Kronos Time Keeping System.
  • Promotes staff development, coaching, and teambuilding.
  • Coordinates staff training and development.
  • Provides continuous feedback to management to improve the quality of the work environment at the Township.
  • Adheres to and promotes a “customer service” model of interaction with other departments.
  • Follows standard precaution guidelines.

Knowledge, Skills, and Abilities

The Director will lead the Human Resources team with an appreciation of the work and care that has transformed the Township into one of progress and vitality. All candidates should have exceptional and proven human resources management, leadership, and relationship management, as well as possess a combination of the following attributes:

  • An educational background that includes a Bachelor’s Degree. A Master’s Degree in Human Resources Administration, Public Administration, or related discipline preferred.
  • Experience working with labor unions, contract negotiations, and grievance resolutions.
  • Strong computer skills (Microsoft Outlook, Word, Excel, and PowerPoint) and capacity to learn use of HR technology systems and improve processes.
  • Excellent customer service, communication, and organizational skills.

Anticipates and prevents delays or other issues that can adversely affect the customer. Keeps customers informed. 

Compensation

This position offers a competitive salary starting at $95,000 with a generous benefits package.
