The York County Community Foundation (YCCF) is one of the fastest growing community foundations in PA because it has tapped into York’s philanthropic spirit and community pride. With over $150 million in assets, YCCF awards $5-6 million in grants each year. The committed staff of twelve works in the Wolf Center for Philanthropy, co-located with the Cultural Alliance of York County in a LEED-certified building in downtown York City.

YCCF is one of the largest community foundations in Pennsylvania. For 56 years, it has worked with donors to establish more than 500 permanent endowment funds and a legacy society with more than 300 members. YCCF is focused on being York’s undisputed first choice for philanthropy by offering personalized options to meet donors’ philanthropic goals.

The organization has developed an exciting and aggressive plan to grow its assets to more than $200M by 2022. Given the demographic projections of wealth in the community, this bold goal will require high levels of donor engagement, consistent prospect cultivation, and powerful messaging about YCCF’s role in creating a vibrant community. Two primary development strategies are to cultivate relationships with professional advisors to recommend YCCF for their clients’ estates and financial plans, and to promote giving to unrestricted funds.

YCCF recognizes that it has a responsibility to lead community improvement by convening conversations on critical community issues, researching best practices, and creating powerful partnerships that drive results. YCCF conducts a community indicators initiative and advocates for systemic change that creates lasting impact. In 2017, YCCF received a Commonwealth Award from 10,000 Friends of PA for its Social Impact Investment Fund, a recently established patient capital fund that uses its operating surplus to invest in local economic development projects that contribute to York’s downtown renaissance.

Recognizing the need to diversify its donor base, YCCF developed the YorIt Social Venture Challenge, which is aimed at attracting younger donors to invest in emerging, socially-minded enterprises that add to the vitality of York through a pitch competition. YCCF also adopted an inclusion policy and has proactively diversified its board and volunteer committees and expanded its grantmaking to underrepresented groups. YCCF’s President, Jane Conover, was given an image award in 2017 from the Black Ministers Association for her work to promote diversity and social justice for underserved populations.

Overview of Responsibilities

The Vice President of Philanthropy/Chief Development Officer (CDO) leads the Foundation’s efforts to make YCCF the undisputed first choice for philanthropy in York County by positioning the Community Foundation as a trusted partner for major endowed giving. The CDO is a key member of YCCF’s senior leadership team and leads the development team to implement a strategic development plan that achieves results. The position is primarily responsible for creating and implementing strategies for asset development, donor relations, professional advisor outreach and crafting permanent endowment options to achieve donors’ intentions. The position is also responsible for providing the highest caliber services, achieving measurable development targets and motivating the staff and board to be enthusiastic ambassadors for YCCF. This full-time, exempt role reports to the Foundation’s President and currently supervises two employees: a Donor Services Officer and a Development Administrator. The primary responsibilities of the CDO include, but are not limited to:

Engage Donors

  • Listening to donors’ interests and helping them achieve their legacy goals through YCCF.
  • Building and sustaining positive relationships with existing and prospective donors by meeting and communicating with them consistently so they think of YCCF as their first choice for philanthropy.
  • Deepening the Community Foundation’s outreach to professional advisors across York County to encourage them to promote philanthropic gifts to YCCF.
  • Expanding the number and size of unrestricted gifts to YCCF.
  • Building YCCF’s 1749 Legacy Society (donors committing to support YCCF in their will) through the promotion of planned giving.
  • Researching and developing a pipeline of prospective donors.
  • Assisting in the development and implementation of marketing and communications strategies (websites, newsletters, press releases, publications) to promote the YCCF’s asset building work.


Provide Community and Institutional Leadership

  • Designing, implementing, and overseeing a comprehensive asset development plan to build a permanent endowment in partnership with the President, Development Officer, Marketing Director, Resource Development Committee, and Board of Directors.
  • Providing oversight to the Development Officer and Development Associate to ensure highly functioning administration of donor funds, estate gifts, planned gifts, and life-income gifts.
  • Supporting the integration of functional areas including Development, Donor Services, Finance and Administration, Investment, Grants Management, Programs and Initiatives, and Marketing and Communications.
  • Refining and maintaining state-of-the-art gift acceptance and development policies.
  • Refining and maintaining department processes and staffing structure that ensure the best use of time and resources.
  • Representing and promoting the YCCF in the community.
  • Delivering high-impact presentations about YCCF and the value of planned giving.
  • Participating in local and regional planned giving associations.
  • Representing YCCF as an expert in community foundation best practices and policy issues related to planned giving.


Invest in High-Impact Initiatives

  • Understanding, advocating for, and working in support of the YCCF’s grantmaking programs with prospects and donors.
  • Skillfully communicating YCCF’s impact in the community.
  • Staying informed of local challenges and current events.


Build Endowment for Future Generations

  • Representing donor interests and perspectives in developing communication strategies related to YCCF’s investment strategies and returns.
  • Remaining current about YCCF’s investment policies.


Year One Goals

It is expected that at the end of Year One, the CDO will have accomplished the following:

  • Make significant movement towards growing the size of YCCF’s endowment to at least $200 million by 2022.
  • Be on track to reach the goal of adding 100 legacy givers by 2022.
  • Increase the percentage of unrestricted and field of interest funds to 45% of total assets.


Knowledge, Skills, and Abilities

The YCCF is growing and needs a CDO who can help further facilitate this dynamic organizational growth. The YCCF is an innovative promoter, steward, and champion for philanthropy in York County, PA. As such, the next CDO must embody and demonstrate values consistent with the organization as well as a track record of successful relationship cultivation, development success, organizational leadership, and creativity. The ideal candidate for this role has a unique blend of the following:

  • Demonstrated enthusiasm for helping donors achieve their legacies through the community foundation endowment model. A demonstrated passion for the mission of the organization and broad knowledge of the issues it supports.
  • Five or more years of development/client-centered experience, preferably within a nonprofit organization or a community foundation. Specialized knowledge of major gifts, planned giving, estate planning, and fundraising techniques.
  • An undergraduate degree is required.
  • Must demonstrate a high level of intelligence and intellectual curiosity as well as a desire to explore new ideas and innovative approaches to solving problems.
  • Demonstrated understanding of the value of research, data, analysis, and an online/social media presence in building and growing relationships with donors and prospects.
  • An empowering leader of people, with experience in developing partnerships, building teams, and conflict management. Proven ability to attract, develop, and retain talent to execute plans.
  • A willingness to participate broadly in community and organizational meetings; maintain a high level of visibility and involvement in the community.
  • Excellent communication skills (oral and written) in all settings and contexts, and across generations and communities.
  • Demonstrated cultural competence in working respectfully with all diverse communities.
  • Knowledge of the York County, PA community preferred, but not required. It is expected that the individual hired as the CDO will become an integrated member of the community.
  • Knowledge in computer technology and system/software applications; basic office management systems; knowledge of data base management systems and interface with other software applications; fundraising, major gifts, or asset development experience.



This position has a six-figure base compensation package, consistent with other nonprofit organizations similar in size, scope, and impact. Accompanying the base compensation provided to the CDO is a benefits package including health insurance, paid time off, retirement contribution, and other fringe benefits.
